يقع الكتاب في ثلاثة أقسامٍ مبوّبة: القسم الأوّل فيما يُتمثّل به من ألفاظ القرآن وما جاء في معانيها من الخبر وأمثال العرب والعجم وما يقاربها من ألفاظ الخاصّة والعامّة. والقسم الثاني فيه أمثال طبقات الناس وذوي المراتب المتباينة والصناعات المختلفة. ويعتمد التدرّج الطبقيّ بدءًا بالأمثال السلطانيّة والملوكيّة، انتقالًا إلى الأمثال المعنيّة بالوزراء والكتّاب والبلغاء، وانتهاءً بأمثال النساء فالصبيان فالعبيد. أمّا في القسم الثالث فيجمع الثعالبي مختارات من الأمثال لم يتضمّنها كتاب أبي عبدالله حمزة بن الحسن الأصبهانيّ.Ver libro
